We use the classic oil-paint algorithm: around each pixel we bin the neighbourhood by intensity, pick the bin with the most pixels, and average the colours within it. The dominant band wins, so textures collapse into smooth, painterly regions with soft edges.

How does the oil painting filter work?
For each pixel it looks at the surrounding neighbourhood, bins those pixels by intensity, finds the most populated bin, and averages the colours in it. That collapses fine noise into smooth, brush-like regions.
Which photos look best?
Images with clear shapes and smooth tonal areas — portraits, still life and landscapes — paint beautifully. Very busy or noisy photos can look blotchy at large brush sizes.
