Does hue rotation affect white or black areas?

No. Neutral greys, whites and blacks have no hue, so they stay unchanged; only coloured pixels rotate around the wheel.

Can I get my original colours back?

Yes. Rotate by 360 minus the angle you used (or simply return the slider to 0) and the original palette is restored exactly.

Is this good for fixing a colour cast?

Partly. A uniform cast can be reduced by a small rotation, but mixed casts (warm shadows, cool highlights) need white-balance tools, not a single global rotation.
